Once a hurricane is identified

by gauravpokhriyal » Wed Jul 01, 2015 8:58 pm
5. Once a hurricane is identified, it is given a name from a list drawn up by the United States Weather Service, a list that is reused after a few years, but with the names of the worst hurricanes omitted.

A. but with the names of the worst hurricanes omitted
B. omitting the names of the worst hurricanes
C. the names of the worst hurricanes being omitted
D. after they have omitted the names of the worst hurricanes
E. after omitting the worst hurricane names

Will it be doubtful, if we don't know "who is doing something"?

OA:A

In option B "omitting" has to modifying the whole of the preceding clause. But in such case it has to also mention who is omitting which B does not do.

Hence A should be the answer.
