is "continually using" verb ? I think the -ing form is verb only with a helping verb such as is, was etc.

Please correct me.

I don't think "continually using" is a verb. Isn't the correct answer B to this sentence?

B is the correct answer but the explanation said that C is wrong because "continually using" is verb. I don't think it is correct explanation.

C: A fear that destruction of forests and continually using fossil fuels will cause an irreversible shift.
Here, using is a GERUND: a VERBing that functions as a NOUN.
In conjunction with destruction, using serves as the subject of will cause.
WHAT will cause an irreversible shift?
DESTRUCTION and USING will cause an irreversible shift.

The problem is a lack of parallelism.
and must serve to connect PARALLEL FORMS.
destruction of forests = NOUN + prepositional modifier.
using fossil fuels = VERBing + direct object.
The two constructions are not parallel.
