A, B and D imply an impossible sequence: that smokers referred to an event happening IN THE PRESENT (the current hostility) when they performed an action in the PAST (they expressed).
Eliminate A, B and D.

The object of a preposition must be a NOUN or a NOUN PHRASE.
C: about their prospects...are being stunted
Here, a complete sentence (their prospects are being stunted) cannot serve as the object of about.
Eliminate C.

The correct answer is E.
