This SC is built around an interesting "usage" issue - since the lawmakers are CONSIDERING a law, it's not actually a law yet. This is meant to be treated as a hypothetical, so the words "were" and/or "would" are appropriate. Eliminate A, D and E.
Between answers B and C, the first 4 words are the same - "that would allow children".....we need to be careful about where we put the phrase "as young as seven...." That phrase is meant to describe the children, NOT the parents, so we have to put that modifier closer to the subject (the children). Eliminate C.
