How can we pick the right answer assuming that we do not know about "developmental damage"

developmental means growth-related.
The term developmental cannot be applied to a part of the body.
It is not possible to have a developmental arm, a developmental leg or a developmental frontal lobe region.

In other words, the frontal lobe region does not develop normally.
