Why not option D
Because if i follow the Idioms list Believe always connect with THAT and TO BE , for e.g.:
She BELIEVES THAT Gary IS right.
She BELIEVES Gary TO BE right.
Pls explain me and correct me if i am wrong

I don't think that I've ever seen "believe THAT" used in an Official GMAT question, so I'd have to go with the idiom that I know "believe...to be." Eliminate A, C and D.
From there, answer B includes the redundant pronoun "it"; Eliminate B.
Final Answer: E

I'm not saying that the MGMAT example is wrong; I'm saying that I don't recall ever seeing "believe...that" on any of the Official GMATs that I have ever taken. I have seen "believe...to be" several times though.
