It should be D :

A> Both X and Y correct idiom ; Both weakened by concern .. and by growing fears (not parallel) ; there are other problems as well in this choice .
b> A big mess ; no subject ; which is incorrect modifier ; Both concern about and the growing fears of ; not cool parallelism . one starts with an article and anothe rone not, i will be flexible on this consideration though.
c> Both because it was and by growing fears ; BIG NO.. not parallel
d> phrase under commas is correct modifie ; both by concern about the government's agreement with .. and by growing fears of a rise in inflation; both of these are gerund phrases.
e>which as a modifer is incorrect.

Hey everyone, I dont understand why "which" in E is not clear? I think "which" here refers to the whole clause before the comma.

Eg: I didn't understand what he meant, which made him quite angry.

Moreover I think D is not good because "forcing" may belong to "The country's currency". In my mind the parallelism may go like this: The country's currency, weakened by..., continued..., forcing... Of course if so it must be "and forced", but in some cases it's still ok with "forcing".

I dont mean the key is wrong.
