My question is that if in option D the verb "was" is replaced by "is" , will it serve as an answer.

Active voice is preferred over Passive.
So i guess it wont serve

Let me confirm my understanding. Currently the option is wrong because of the verb "was". Replacing it with "is" will correct it but since it is passive, C is prefered.
