I thought it made sense to mention the act before mentioning the year.....maybe it was the selling vs. they will sell.

"They" in B points to Domain names ...which makes the sentence incorrect..
But C does not have this issue. Out of the two, C is better
|

| So, you're saying that "they" is supposed to be referring to cybersquatters and not domain names. Is the sentence referring to domain names b/c domain names is the closest in distance to they?

IMO A or C.. ofcourse C is the winner as shown..
could some one please explain why C is better over A? what does 'the passage in 1999 of the anti-cybersquatting consumer protection act' mean? i mean the usage of 'of'?
English pandits, please explain:)

I believe this one is testing the TENSES rule of SC plus the LOGICAL PREDICATION
The proliferation of cybersquatters led( in the past) to the passasge(past tense) ......so ''passing'' is wrong
''they'' in choice b is vague as it may refer to the companies or the cybersquatters, choice c is more clear.

passage of is the correct idiom but the examiner introduced 2 participles , ''in'' is used to introduce the year 1999 but has ''of'' after that, not wrong from GMAT exam point of view.
