Manatees, aquatic mammals inhabiting Florida’s rivers and coastal waters, swim close to the surface and are frequently killed in collisions with boats. To address the problem, boat traffic in manatee-populated waters is being required to maintain very low speeds. Unfortunately, manatees are unable to hear low-pitched sounds and a boat’s sound lowers in pitch as the boat slows. Therefore, this approach may in fact make things worse rather than better.

I am a bit confused b/w A & E....but A is better between the two....

I think E is the best fit because the conclusion is based on the fact that - "manatees are unable to hear low-pitched sounds and a boat’s sound lowers in pitch as the boat slows". Information in E states that Manatees were unable to discern the sounds which cast most doubt about the validity of the statement.

What is OA?

As the stem indicates that:
noise from boat can help manatee recognise.
However, E unveil this mistake that manatee can not.
E is the best choice.

We have to find an answer which makes this conclusion hanging (not sustain). i.e, things is not as worse as it was presumed.

Wouldn't (D) bridge this gap?
The sound of a boat engine generally travels much further under water than it does through the air.

This may infer that the mammal may even be able to hear the sound.
