A proposal has been made to trim the horns from rhinoceroses to discourage
poachers; the question is whether tourists will continue to visit game parks and

D/E - whether is the right usage here.
A - 'their' is ambiguous and tourists visit ... and see ... - makes unrelated events to be parallel, the intended meaning should visit X to see Y.
B - 'their' refers to tourists - wrong

IMO C.
Getting defeated is just a temporary notion, giving it up is what makes it permanent.
