I eliminated D and E based on parallelism and meaning but I would like to know what makes the sentences passive. How do you find passive constructions ?

Should a modifier like ", recently triggered by .." always modify Earth and NOT the storm - the subject of the sentence: "a large storm in the magnetic field that surrounds Earth, recently triggered by an ..."
Please clarify if it'd alws be true of a participle modifier to modify the noun touching it and not the subject or the verb/action?

e.g. Resigned to the bad news, the office workers made no commotion - CORRECT
The office workers made no commotion, resigned to the bad news - IS IT grammatically incorrect? Is "resigned to the bad news" modifier not modifying workers and not commotion?

There's one more example:
Using the latest technology, the engineer identified the problem. CORRECT
The engineer identified the problem, using the latest technology. CORRECT (here problem is not using the technology)

Please clarify why these examples are different from the sentence in option D in terms of the modifiers.

COMMA+DOING can modify the previous clause. If there are 2 previous clauses, COMMA+DOING can modify either of 2 clauses, the near clause or far clause, . The context will tell us which clause the COMMA+DOING modifies.

without knowing the above thing, we can go to C. HOwever, it take me a long time to infer the intended meaning when reading only original sentence without looking at answer choices. I get it right but the time is 2.30 minites.
