Answer is C.
Basically when we write the ratios in the first statement we get
Men:Women:Children::11:25:10

And with the second statement we know that women are less than 30, thus the only acceptable value is 25

since, Men:Women:Children::11:25/2:5
Multiplying by 2
Men:Women:Children::22:25:10

and not,
Men:Women:Children::11:25:10

Even though it doesnt change the answer :)
