Motorists in a certain country frequently complain
that traffic congestion is much worse now than it was
20 years ago. No real measure of how much traffic
congestion there was 20 years ago exists, but the
motorists' complaints are almost certainly
unwarranted. The country's highway capacity has
tripled in the last twenty years, thanks to a vigorous
highway construction program, whereas the number
of automobiles registered in the country has increased

A: clearly weakens the argument and hence supports the motorists concern about increasing congestion! Hence Correct
B: contender! as says that each car spends the same time on road, that it used to, 20 years before. Given the inc in no of cars, can assume it to weaken the arg.
C: Supports the argument; says less cars on road!
D: Again supports the arg. says less cars on road!
E: in a sense supports, thus rejected.

Looks like A only!

Expansion has happened on highways whereas traffic has increased locally.
