In an effort to reduce their inventories, Italian vinbtners have cut their prices; thier wines have been prices to sell, and they are.

the correct answer is C.

I dont see why a doesnt fit. how should i look for clues to see that there is an understood invisible SELL at the end of the sentences?

Are you sure that you wrote the question correctly... Check for spelling mistakes in the post (use Firefox 2 if you are unable to identify your mistakes) and I don't think "prices" should come in any of the answer options...
