OG 11, RC Pg 390, what does the sentence mean ?

I would like to understand what does the below sentence mean (highlighted in brow color).

It is from OG-11, RC Section Page 390, 3rd para. You would have to look up the book to know what the passage is about. I can't type the whole passage here Sad

Ten years later, in a perface to the second revised edition, Woodward confessed with ironic modesty that the first edition "had begun to suffer under some of the handicaps that might be expected in a history of the American Reviolution published in 1776."

The American Revolution took place in the 1770s. What he is implying is that the first edition was written pretty much at the time the event took place, and is thus outdated/ biased. Only after a certain period of time passes, can we assess the historical importance of a certain event.
