Not sure why C is chosen over D?

I feel C is correct. Reason is that C has completeness of an idea. "Cite as an obstacle..."
But D has a major problem, which is the use of comma, which represents a break in free-flow...

the meaning of the sentence is
X cites the concern that Y happens and this concern is equivalent to obstacle in .....now keeping this meaning in mind only C gives the correct picture..D is wrong coz a comma comes before that...this is wrong

here we need to say that X is cited as an obstacle to smooth passage...NOT AS AN OBSTACLE FOR SOMEONE/SOMETHING TO PASS
