A. By law, a qualified physician can only prescribe medicine, protecting the public. - protecting the public is referring to law . hence should be placed next to it + only modifies physician not the activity. ELIMINATE

B. By law, only a qualified physician can prescribe medicine, protecting the public. - protecting the public is referring to law . hence should be placed next to it . ELIMINATE

C. By law, only a qualified physician can prescribe medicine which protects the public. - protecting the public is referring to law . hence should be placed next to it . ELIMINATE

D. In order to protect the public, by law a qualified physician only can prescribe medicine. - only modifies physician not the activity. + its awkward . ELIMINATE

E. In order to protect the public, by law only a qualified physician can prescribe medicine - protecting the public is by law . hence both are placed next to each other + only refers to a physician . CORRECT

A) Modifier problem: The placement of ONLY actually restricts the job of qualified physician that he can only prescribe and can do nothing else.
B) ONLY is placed correctly but sentence seems to be incomplete without the verb.
C) Pronoun Reference Error: WHICH refers to medicine or qualified physician or whole action of prescription.
D) Modifier problem: Same as (A).
E) CORRECT construction.

IMO E

E. In order to protect the public, by law only a qualified physician can prescribe medicine.
E is CORRECT

A, B, C - incorrect - awkward - law protect people ..not by law protect people

A, D - incorrect - wrongly says that a qualified physician can only prescribe medicine, and not do anything else

C - incorrect - wrongly says that medicines are protecting the public

don't you think that in options D & E, a noun should follow "In order to protect the public,".

Had it been just law after the comma, it would have been the correct choice.
IMO B. It says "...law,.....,protecting people. " , which makes sense.

Instructors...... can you please advise? :)
