Can emissions perform these two actions?
If the subject is something like people, the above sentence makes sense; otherwise, it is dangling.

I believe c is correct.

When we say cut by fossil fuels , you are making fossil fuels responsible for the cutting which is not possible.

emissions is Not performing these actions.
