Answer is D.

Because the function is 9 times, the y value must be 2 greater (3^2=9) and the x and z values must be equal.

Thus, no matter what, the tens digit of m is 2 greater than the tens digit of v.

Is there any basic logic when you say - the function is 9 times, b has to be 3^2 times?
Could you elaborate if there is any explanation please? Thank you very much and pardon my ignorance if its a trivial concept.

2 and 5 are not factors of 9. Thus, if one number is 9 times the other number, the only way to obtain this would be to use multiples of 3. In this case, 3^2.
