Arrange the 8 numbers in ascending order.
13, 22, 31, 38, 47, 69, 73, 82
The question is asking for a number that is greater than 3/4ths (> 6 of the numbers) and < 1/4ths (< 2 of the numbers) on the list.
So, it should be greather than 69 and less than 73. 71 does the trick. (70 or 72 also would fit the bill).
