25. Any decimal that has only a finite number of nonzero digits is a terminating decimal. For example, 24, 0.82, and 5.096 are three terminating decimals. If r and s are positive integers and the ratio r/s is expressed as a decimal, is r/s a terminating decimal?
(1) 90 < r < 100
(2) s = 4

Please explain the methodology to find the terminating decimal

The question states that r and s are positive integers.

The answer is B.

Statement 1 - 90 < r < 100 does not give any information to determine r/s since s is not known

Statemen 2 - s = 4. When you divide any positive integer by 4, the decimal always terminates. The decimal would be .25,.5 or .75 only.
