B.

B is the only relevant to the argument here - maximize revenues from those specific office buildings.

E can be tempting because fewer guest rooms could possibly result in a higher price being charged, but that is an assumption we cannot make as its unknown.

IMO B,
Looks like only B makes sense and directly impacts the plan. If the demand for office space is likely to increase, then he would have to decide whether to convert unused office space to hotel rooms. Also if he has to convert, how many should he convert etc... none of the other choices impacts as much, if it does at all.

I would go with E - B only mentions the potential for increase in demand for office space - doesn't correlate the same with the increase in hotel room prices.

For instance the demand for office space could increase by 10% but the revenue increase could be 20% lesser than the corresponding revenue increase if the office building was converted into a hotel.
