The sentence that maintains both parallelism and the correct
verb form seems to be "Bankers require that ... be complete and follow..."

I'd rule out A and B as they say "at its 1833 founding" which means
that it was also founded at another time. Founding in 1833 sounds better.
C has "founded in 1883 for its decision" which incorrectly means
that it was founded for its decision.
E "on the acceptance of" looks incorrect.
