children to have allergies to other substances. - There is No comparison going on in the passage between children getting allergy of category A with children getting allergy of category B (So B is out)
(C) Children who have allergic reactions to the chemicals are not more
likely to be sent to a school nurse now than they were ten years ago. - Negation of this reads: Children are more likely to be sent to nurses now than they were 10 years ago - if so, then the nurses can't be sure about their statement in their conclusion ---> this is because they need proper comparable data to make such statements, for which children should be approximately likely to be sent to nurses now as they were 10 yrs ago.
