    Corporations should look to the city of Helios when seeking new business opportunities or a new location. Even in the recent recession, Helios’s unemployment rate was lower than the regional average. It is the industrial center of the region, and historically it has provided more than its share of the region’s manufacturing jobs. In addition, Helios is attempting to expand its economic base by attracting companies that focus on research and development of innovative technologies.



In the given argument, the author concludes that corporations should consider the city of Helios when seeking new business opportunities or new location. To bolster this conclusion, the author points out that Helios is the industrial center which provided more manufacturing jobs and that Helios’s unemployment rate was lower than the average in the recent recession. Although the whole argument appears to be valid at first glance, further analysis reveals that the judgment is based on some dubious assumptions and that the reasoning is questionable since the evidence cited is misleading.

First, the author assumes that low unemployment rate is the motivate for a company to locate in a specific region. However, this assumption is fallacious unless other possible causes have been considered and ruled out. Before start a new business such as a food industry, it is quite possible that corporations should take other factors into account: good infrastructure they could use, availability of food they need, the appropriate tax they could afford, etc. Although the given explanation would work if it were the only possible cause, the author does not provide sufficient information to convince readers that a detailed analysis has been conducted. Consequently, without detailed analysis, it would be imprudent to make that conclusion.

Second, the author mentions that even in during the recession, Helios unemployment rate was lower than the regional average. This reasoning is flawed because the author fails to mention the unemployment figure. What if the regional unemployment rate average is 30% or higher? This means that Helios could have an average of 29 % which is still high and is unattractive for any businesses.

Third, the author mentions that Helios wants to attract companies that work within the research and development of innovative technologies and then makes a conclusion that any company should consider to locate in Helios. The conclusion is flawed because the author assumes that all the companies reading this report focus on research and development of innovative technologies. The conclusion would be improved if the author concluded that companies within the field of research and development of innovative technologies specifically, would consider locating in Helios.

To sum up, this argument is not as persuasive as it stands. To make the argument more logically acceptable, the author should offer evidence that the low unemployment rate is the only reason for corporations to locate new business and the rate is a reasonable cause. In addition, concrete evidence demonstrating that any company would consider to locate in Helios. Only with more convincing evidence could this argument become more than just an emotional appeal.
