A few things that jump out at me:

* No real professional accomplishments jump out at me when I look at your work experience (maybe you didn't list them). Would like to see promotional activities, leadership roles, etc. With only 3 yrs work experience, top schools are going to be expecting extraordinary accomplishments
* The government role is not necessarily a bad thing, but you need to show some of that solid experience and progression that I mentioned
* Extracurriculars seem stale - most 5+ yrs old; I would suggest getting re-engaged with more recent extracurricular activities
* GMAT is good, but you might as well take a shot on improving if you can

It's a huge challenge for you with these schools, but you can take some steps to position yourself for success. Let me know if I can be of any additional assistance.

I hope that helps.

You have a chance at NUS, but I suggest you fill some of the gaps that I suggested. FYI, some of the scholarships are dependent upon a Jan 31st application submission, so I would jump on it if you're going to do it.

I hope that helps.
