In the 1970's elite preschool in New York City had
approximately 150 applications per year, and by the 1990's, this number rose to 3000.
(A) this number rose
(B) the number had risen
(C) the amount had risen
(D) this number was raised
(E) the number of applications had risen
OA: B
I took this question from PR CAT 2. I answered it wrong although I think it's quite a simple question and now I'm a bit confused with the use of past perfect. I choose A but PR doesn't agree with me . |

IMO B
by 1990's.. so we need to use past perfect.. had risen..
New York City had
approximately 150 applications per year --- had used in this sentence meaning possessive.. I would say simple past
please correct me if am wrong

If we take the chronological order of events..1970 comes before 1990..ten why perfect tense for 1990??? |
