In the following question, why the answer is (E) not (A). I think I am not able to identify the correct subject. What is the correct subject in the question?

16.Declining values for farm equipment and land,the collateral against which farmers borrow to get through the harvest season, is going to force many lenders to tighten or deny credit this spring.
(A) the collateral against which farmers borrow to get through the harvest season,is
(B) which farmers use as collateral to borrow against to get through the harvest season,is

Values is the correct subject here. And the subject verb agreement is the deciding factor for A vs E

one more point
d is discounted because of 'which' which refers to only land, when it should have been 'declining values'

Does which refer to the noun right before it? Here we have a compound noun formed by FE & L. Does which refer to the latter only in a compound noun?
