Hello, Experts. Please explain, why is D incorrect?
B is undoubtedly true. If the increased revenue generated by the tax isn't greater than the lost revenue caused by the loss of jobs, the net effect on revenue will not be positive for the government.
D is wrong because 1) we don't actually know for certain who was buying the luxury boats and 2) it's assumed that wealthy people were buying the boats. There's no reason to believe that the people buying luxury boats were not wealthy.
