i'd go with (d).
(a) and (b) are gone, because the present participle doesn't work.
(c) is gone because the wording makes it seem as though the management is yielding twice: once to the employees, and once to their demand. what's worse, the wording of (c) makes it seem as though the employees are demanding to upgrade the rules themselves, when in fact they are demanding that the management upgrade the rules.
(e) is improper idiomatic usage (you can't say 'demand x to do y').
that leaves (d).
i'm not a big fan of 'should' here - the correct form ought to be just 'demanded that it upgrade...' - but it's the best of the choices here.
