    IMO its B.

    A - The only possibility for THOSE is TONS (but that will be far fetched as TONS is not the complete entity - its coming with 41 MILLION TONS and if THOSE has to refer to "41 million TONS", then the sentence will become absurd)

    rice production is a singular noun and we cannot use 'those' (plural) to refer back to a singular noun.
