In 1985 state border colleges in Texas lost the enrollment of more than half, on average, of the Mexican nationals they had previously served each year. Teaching faculties have alleged that this extreme drop resulted from a rise in tuition for international and out-of-state students from $40 to $120 per credit hour.

Please explain all the options

Argument Structure: Rise in fees caused Decrease in enrolment of Mex nationals.
Correct B: targets the issue, which is increase in fees.
Choice A: Issue is with Mexican students studying at Texas universities.
Choice C: How will the 'serving' of both in-students and Mexican nationals will help the core issue that is the increase in fees. In the argument, there is no relationship between 'serving' and 'rise in fees' .
Choice D: the increase in fee of the in-state students might reduce their enrolment thus in turn hurting the universities income, as a result the universities might further increase the fee for Mexican students. The option is not air tight.
Choice E: WoW !!!!

We can easily ignore this option as the premise is not talking about the texas universities
(B) Allowing Mexican nationals to study in Texas border colleges and to pay in-state tuition rates, which are the same as the previous international rate
Targets the problem area. It we keep the rate same, we remove the root cause of the problem.
Correct

(C) Reemphasizing the goals and mission of the Texas state border colleges as serving both in-state students and Mexican nationals
Out of context of the problem statement.
(D) Increasing the financial resources of Texas colleges by raising the tuition for in-state students attending state institutions
This might as well have an impact on the enrolment of in-state students as well and in turn further decrease the enrollment
(E) Offering career counseling for those Mexican nationals who graduate from state border colleges and intend to return to Mexico
Completely out of context
