Notice that 247/494 = 1/2, so 228/494 must be LESS THAN 1/2

Now check the answer choices:

A) 4/7 Since 3.5/7 = 1/2, we can see that 4/7 is greater than 1/2. So ELIMINATE A
B) 11/21 Since 10.5/21 = 1/2, we can see that 11/21 is greater than 1/2. So ELIMINATE B
C) 6/13 This is LESS THAN than 1/2, so Keep C
D) 14/27 Since 13.5/27= 1/2, we can see that 14/27 is greater than 1/2. So ELIMINATE D
E) 9/17 Since 8.5/17 = 1/2, we can see that 9/17 is greater than 1/2. So ELIMINATE E

By the process of elimination, the correct answer must be C

Another approach:

228 and 494 are both even, so let's simplify by 2.

228/494 = 114/247

Now let's factor 114 = 2 * 57 = 2 * 3 * 19.

Noticing that 247 doesn't divide by 2 or 3, we conclude it must be divide by 19, and it does! (247 = 13 * 19).

Hence 228/494 = 114/247 = (6*19)/(13*19) = 6/13.

notice that your approach requires me to be a human calculator capable of easily calculating 2*3*19=247 , wow super easy approach that would only take 3 mins to implement, thanks!
