How bad is a speaking-23

Hi guys

I gave TOEFL on 9th July and scored a 108.My speaking score is 23.I heard few colleges have this sectional cutoff thing. So just wanted to know how bad is 23 on speaking section and how does it affect my apps?

I think you should be fine with an 108 and 23 speaking. The only school that mentions you should have over 110 is Harvard. other than that, it's more than enough. If you're having doubts, just send an email to the admissions committee and ask if you should retake.
