    Just wondering how likely it is to come across fractional exponents (e.g. 4^1/2) in the GMAT ?

    It's quite possible I would assume, as it is not a different concept than what we already know.

    Very likely, they are totally in bounds. I wouldn't lose too much sleep over them, though: just remember how exponents interact (addition and subtraction) and you should be OK.
