Jess wants the average of her 10 scores in June to be 8.
Thus, the desired sum for the 10 scores = (number of scores)(desired average) = 10*8 = 80.
List the 10 scores in order:
6, 6, 7, 7, 7, 8, 8, 8, 9, 10.
Actual sum of the 10 scores = (2*6) + (3*7) + (3*8) + 9 + 10 = 12+21+24+9+10 = 76.
Since 76 is 4 points short of her goal of 80, the shortfall percentage = (shortfall)/(desired sum) * 100 = (4/80) * 100 = 5.

The correct answer is B.
