    38. Corporate finance committees do not plan the detailed activities of the various divisions in a large firm, but by their allocation of investment funds they make strategic judgements as to where the firm should expand.

    a) by their allocation of investment funds they make strategic judgements as to where the firm should expand
    b) when they allocate investment funds, they make strategic judgements about where the firm might be expanding
    c) they make strategic judgements on where the firm should expand when they allocate investment funds
    d) by allocating investment funds, they will make strategic judgements about where the firm might be expanding
    e) allocations of investments fund as to where the firm should expand are their exercise in strategic judgement

    OA given is A

I thought it should be C

    plz help

yes !! The only problem in C is the usage of "where". Apart from this C is perfectly parallel and even better than A.

But I will obviously choose A over C because of this "where".

The difference in idiom is 'judgments on where' versus 'judgments as to where'. The latter is preferable. But I don't think this is the crucial stylistic difference. Look at what happens at the end of answer choice C - the phrase "when they allocate investment funds" is a misplaced modifier. The point of the sentence is to say: "when the committees allocate funds...so and so happens". This is a much more sensible word order. Answer choice A expresses this without saying "when", but with the use of "by" - by allocating funds" - the committees do so and so.

However, the word order in answer choice C allows breaks up this clearer and more logical word order and tacks "when they allocate investment funds" to the verb "expand".

There is an another post which says the OA is D. here is the link to post

    http://www.beatthegmat.com/corporate-finance-committee-t50968.html/

i too believe that the A should be the answer. Do not understand how D can be answer. Confused now after seeing the post.

    The answer is A.
But Avik, MGMAT's post says that C is best. This must be a tough one. We seldom see such divided opinion.
