Not one of the potential investors is expected to make an offer to buy FI Bank until a merger agreement is signed that includes a provision for penalties if the deal were not to be concluded

A) is expected to make an offer to buy FI Bank until a merger agreement is signed that includes a provision for penalties if the deal were

B) is expected to make an offer for buying FI bank until they sign a merger agreement including provision for penalties if the deal was

C) is expected to make an offer to buy FI bank until a merger agreement be signed by them with a provision for penalties if the deal were

reason: offer to <someone>
offer for <some action> {offer for buying}

Please comment if I am wrong

they in B is misleading ..

apart from they...was in B is wrong...we need subjunctive here,,,

basis S-V agreement and subjunctive B,D and E are out

In C them is ambiguous...

hence A

OA is A.

I choose B, because i thought that deal (singular) must be accompanied by was.

I do not understand how it could be A as deal is singular and were is plural, should it not be "deal was"?

in subjunctive mood the rules for subject verb agreement are not applied...i.e irrespective of the subject the verb is always plural...

A is the only correct option

anyone please explain me the structure of A. i can't choose anyone else except A but i can not understand :" a merger agreement is signed that includes a provision for penalties" it sounds weird to me.
