IMO C.

Dunno why the others just don't sound good:)

I think we need represent (not represents) since it refers to plural papers.

Is it ok to use these modifiers for plural "papers"

1. a strong defense of the United States Constitution
2. an important body of work in political science

They appear to modify something singular.

Yes it's OK to use them for plural papers.

Anyways you don't even have the ability to change that part of the sentence so you shouldn't be worried.

I understand your point.

But because of the modifiers that appear to modify something singular, can we not treat " Federalist Papers" as a noun -- as a piece of work like a novel or something ...

I see what you mean but it's not Federalist papers. It's federalist papers.

This is how I see it, I might be wrong.

as papers will go with plural verb "represent"

(A) The "federalist papers" is Plural so this cannot be the answer,
(B) The "federalist papers" is Plural so this cannot be the answer,
(D) Important should be preceded by "an". We can rule out this answer too.
(E) Representative of cannot be used here.

Elminaing 4 options leave us to the only one answer choice.

i.e. (C)

its an easy option realizing the plural papers...only one represent other are represents...and others

(A) and important as a body of wok in political science as well, represents - Parallels a noun phrase with an adjectival phrase. Sv disagreemnt.
(B) and an important body of work in political science, represents - SV disagreement
(C) as well as an important body of work in political science, represent - Correct
(D) as well as important as a body of work in political science, are representative of - Same parallelism error as in A. Changes the meaning from respresenting handiwork to being representative of the handiwork
(E) ,an important body of work in political science as well, and representative of - The 2 modifiers are not connected properly. Insertion of and before representative changes the list and hence the meaning.
