EP2 help in Analysis

After understanding the meaning I thought since Investors said ...The verb to be used is past tense. So A, b , c are out .
2ndly - the use of despite and still seemed redundant ? Would it be okay? to remove D for this reason ?

Can some one help in understanding whats wrong between in the belief vs believing (modifier )?
