ellipsis:prevent crimes against property

It is as difficult to prevent crimes against property as those that are against a person.
(A) those that are against a
(B) those against a
(C) it is against a
(D) preventing those against a
(E) it is to prevent those against a

OA: E

we can expand this sentence to the full sentence:
It is as difficult to prevent crimes against property as to prevent those(crimes) against a person. right?

my question is: "to prevent" can be omitted since "it is to prevent" is the same as the first half of the original sentence? so why b is wrong?

It is as difficult to prevent crimes as those ..
means that 'those'(the crimes) are compared to 'it' -- wrong

So, It is as difficult to prevent crimes as is to prevent those against a person -- is right coz here 'it' is in parallel with 'it' and the pronoun 'those' is referring to clear noun - crimes

IMO B

In E, seems to be unnecessary repetition of words.

comparison is between difficulty of crime here
full expanded wordy sentence would be

It is as difficult to prevent crimes against property as [it is difficult to prevent crimes] against a person.

I had another look at the problem, and now E seems to be a better option :)

as X as Y, where X and Y should be parallel.
