We must identify the main conclusion of the argument.
The argument first states that some people choose to have homes built that do not meet certain standards because homes that meet the standards are more expensive. However, it then says that the more expensive homes generate lower bills. The correct answer is likely to mention both the higher upfront costs of sustainable homes and the long-term savings on utilities.
Choice A says that "spending additional money" leads to "a decrease in other costs to homeowners." Choice A incorporates both premises. Choice A is correct.
Choice B: Out of scope. The author never indicates whether the "higher utility bills" associated with homes that do not meet sustainability standards will "discourage" people from building them.
Choice C: Irrelevant. This argument is not about "replacing" one type of home with another in the long term. This does not summarize anything in the argument.
Choice D: Unsupported. While it is said that drivers commission non-sustainable homes to save money, there is no reason to assume that they "cannot afford" sustainable homes.
