Conditional Staement

Only those experiments on animals that are known to cause those animals
pain should be prohibited.

The above state one is a conditional stmt in a Argument.

What is the suff condition and necessary condition here?

Not all experiments conducted on animals cause pain or have detrimental effects on them.
