In this passage , DE are ruled out because of obvious reasons.
C is out as it describes the argument put by Woodward not the prevailing belief.
of A & B, I was confused as the passage neither talks about the "legal status"( in A ) or different southern states(in B). So I chose B, which is wrong. Can you please explain why is A better than B?

Codifified is another way of saying "give legal status" and "traditional practice" is basically another way of saying "well established practices."
Regarding B, while the word uniformity is used, it is not used to describe the purpose of Jim Crow laws.
Have to be careful with these reading comp questions.
This is one that is more difficult for anyone who has not studied U.S. history.
1776 was the year the American Revolution started. So in writing about the history of the revolution at that time, one would be handicapped by the revolution's having only just begun.
So the intent of the question is to ask which of the answer choices describes a similar situation.
The answer choice that does that is C.
