    Hi

    I am analysing each and every question of OG by writing reasons for each option why is it not correct.
    After doing that I match with the explanation given in OG.
    While doing that I have doubt in the below question.
    I have written all my reasons below each option. Please tell me whether my explanations are correct or not.

    Although a surge in retail sales have raised hopes that there is a recovery finally under way, many economists say that without a large amount of spending the recovery might not last.
    a) Have raised hopes that there is a recovery finally
    “Have” is plural and is not in agreement with “a surge” which is singular.
    “there is a recovery finally” is wordy.

    b) Raised hopes for there being a recovery finally
    Tense is not used correctly. It should be present tense instead of past tense.
    “there being recovery” is awkward.

    c) Had raised hopes for a recovery finally being
    “Had raised hopes” the tense is not correctly used. “Being” makes the sentence awkward and wordy.

    d) Has raised hopes that a recovery is finally
    This option is correct. As the tense is correct and is in agreement with the subject(Surge)

    e) Raised hopes for a recovery finally.
    This sentence is not constructed properly. It is not according to the meaning.
