IS OA D?

The question compares American labor movement's embracing of revolutionary ideologies with that of its counterparts.

After elimination it comes down to D and E.

I chose D but ain't sure whether never has or has never is correct.

IMO E.

"American Labor Movement" is compared with its 'counterparts in western democracies'. Comparison is perfect in E.

american labor movement is not a group but a movement by the american labor.
so shouldn the answer be D as it compares the movements of other groups with that of american labor.
please clarify.
