A COMMA + VERBing modifier must serve to express an action that is directly connected to the preceding action.
A: A new satellite is called POLAR, giving scientists their best look yet at the magnetosphere.
Here, the usage of COMMA + giving implies that the act of GIVING scientist their best look yet is directly connected to the preceding action (that the satellite IS CALLED POLAR).
Not so: these two actions are not connected.
Eliminate A.

In B, a new satellite (subject) lacks a verb.
The result is an incomplete sentence.
Eliminate B.

C: a new satellite sweeping over the poles at altitudes of up to 32,000 miles called POLAR
Here, called seems to modify either altitudes or miles, incorrectly implying that either the ALTITUDES or the MILES are called POLAR.
The intended meaning is that A NEW SATELLITE is called POLAR.
Eliminate C.

An introductory VERBing modifier must refer to the SUBJECT of the following clause.
E: Sweeping over the poles at altitudes of up to 32,000 miles, scientists' best look
Here, sweeping seems to refer to scientists' best look, implying that the LOOK is SWEEPING over the poles.
This meaning is nonsensical.
Eliminate E.

The correct answer is D.
