A) 0.0004%
B) 0.04%
C) 0.4%
D) 4%
E) 4.4%

10% of 16,000 = 1600
1% of 16,000 = 160
0.1% of 16,000 = 16
0.01% of 16,000 = 1.6

Since 6.4 is BETWEEN 1.6 and 16, we can conclude that the correct answer is BETWEEN 0.01% and 0.1%

0.04% is the only answer choice that is between 0.01% and 0.1%, so the correct answer is B
