OA is C whats wrong with A ?

IMO C is best because:

Water and resource management problems will be at the head of the legislature's list of concerns for the coming session.

(A) Water and resource management problems
IMO we need we need other before "resources"...since resources already includes...water....there is a similar example given in OG....IMO the following example will help...

e.g.
Incorrect:
=======
Maruti is more successful than car manufactures in India.

Here Car manufactures include Maruti too...maruti cannot be more successful then itself.

Correct:
========
Maruti is more successful than "other" car manufactures in India.


(B) Problems of managing water and resources
IMO it shifts the meaning...from management to managing...moreover we need other before "resources"...since resources already includes...water....

(C) Problems in the management of water and other resources
Correct.

(D) Problems of water and other resource management
We need resources and not resource.

(E) Resource management problems, including water
We need those before water.

Sorry....but I don't remember the OG question number....

but just think this way...why should you not assume that water is included in the resources....IMO every thing in this world is resource isn't it Smile...infact IMO here the generic resources include even intangible resources like talent, people etc. etc... ?
